First of all, I apologize for every grammar mistake, english is not my first language.
Every time I play a game with 2D animated cutscenes, fps drops suddenly, and the problem is with every game that has 2D animation. Still, this is my only issue, because when the game change to 3D animations, they run perfectly at 30-60 FPS and 100% of speed.

This is likely related to the FMV format that those cutscenes use. You can mitigate this somewhat by underclocking the emulated CPU, but that in turn can cause a freezing issue. You can test this out by going to
Emulation>Configuration>System and setting the CPU Clock Speed slider to around 75%.
It stills goes bad, but, it’s better than before, now the speed drops to 40% and the fps drops to 12-16.
I suppose this is the best I can do for now, thanks a lot.
