Short answer: We don’t know.
Long Answer: We currently do not have any devs that are willing to work on porting Citra to iOS, mainly because it’s a pain in the ass to develop for and maintain, given Apple’s general dislike of emulators as well as the lack of JIT support. We currently also lack a main Android developer for the Android side of things, so porting and maintaining an iOS port at the moment would probably not be a good idea. It’s unfortunate, but that’s where things stand.

True, but the point was, we already don’t have a lot of devs available, let alone one that wants to deal with iOS specific quirks.

Sorry, with what money lol?
Programmers are expensive. Patreon certainly doesn’t bring in enough money to hire people with such skills. So far, Citra has just been a hobby project. Nobody is, or has been on a payroll.
