Can citra be used as virtual console?

to play games like the real 3ds
pokemon yellow red blue etc

No, it’s not yet possible to emulate Virtual Console games. They have their own emulators, so it’s not very high on the priority list of most developers, afaik.

Ok, turns out, VC games except GBA games (& probably SNES games) do work. Only they were recently broken by a feature test. My bad, sorry.

umm… i wanted to play vc crystal… but i dont have a 3ds so can’t play with .cia files… caan i do it with some other method?

No. You need to own the games you want to play on Citra, anything else would be illegal and is not supported of course (read the rules).
