Can I use mods in Citra for android?

I’d like to install a mod for Rune Factory 4. Is it possible to do that in Citra for android?

Depends on what type of mod it is. Citra supports Luma3DS’ layeredfs system, as well as .3gx modding.

This is the mod that I was planning on installing: Gender Swap (Same Sex Marriage) at Rune Factory 4 Special Nexus - Mods and Community

But it seems like it won’t work since there is no romfs folder.

This does not even appear to be a 3DS mod. These things are very rarely compatible on different platforms.

Ah, that’s a shame. No wonder it appeared on only one post and nowhere else. So it can’t be made into a mod? Or is it doable if I just organized the files? Do I have to write any codes?

Sorry, I’m no expert on modding itself. You would probably be able to get a better answer in a more modding oriented community.
