Can't launch Citra when blocked in firewall

when I block citra in my firewall I can’t launch it at all, I get a crash with message :

This application has requested the runtime to terminate it in an unusual way.
Please contact blabla

for now only workaround is to unplug the internet cable, but this is extremely impractical :frowning:

is there any launch setting that can stop citra from requiring internet ?
