Citra fails to download system files

Issue:
I heard that Citra had Home Menu compatbility so i dumped my keys following the tutorial at: AES Keys - Citra (Method 1) sending the scrip to 3DS and keys to PC using FTPD but when i tried downloading the system files in citra it always fails and doesnt download the home menu, only some of the system apps

please tell me if im doing anything wrong or if something is wrong with my keys
