Citra Hangs when attempting to open Emulation > Configure

Issue:

Upon attempting to open the configure menu the emulator simply hangs. It then reports as not responding however when prompted to close application by windows it does not close. Even task managers end process is unable to kill it. The taskkill command also doesn’t work, reporting that there is no process running despite it finding the process ID.

When looking through the log it simply loops between these two lines:

Service.APT <Warning> core/hle/service/apt/apt.cpp:AppletUtility:698: (STUBBED) called command=0X00000007, input_size=0X00000004, output_size=0X00000001

I have Steam, Discord, Firefox, MSI afterburner, and NZXT CAM open while attempting to run the application. I have tried running it with my antivirus both off and on just in case that was causing an issue, however the same behviour occured.

I have also reinstalled citra and this occurs on both canary and nightly versions.
