You change it in the graphics options under Internal Resolution. You probably can’t use that much with Intel HD 4000 but maybe 2x should be fine, 3x probably pushes it.
The resolution is within (). On a 1080p monitor and by using “Large Layout”(big stop screen, small bottom screen) the top screen is exactly 4x the resolution(960p) which would be the sweet spot for 1080p monitors.
But your iGPU is probably not strong enough, I know my i7-3770K’s Intel HD 4000 can’t maintain 100% speed on 4x even if I run overclocked 4.3GHz and HD 2500 is the little brother if you want more performance you need to buy a more powerful computer, preferably with Nvidia graphics.
If your screen resolution is 1366x768(I assume you have a laptop, i3-3110M[you forgot the M in your post]) then 3x(720p) is like the limit, you won’t really see any different past that but yeah just try and see what you can use while having 100% speed. If it slows down on 3x then use 2x or worst 1x(native 240p) if you must use 1x for 100% speed that means your computer isn’t strong enough.
