does citra really not support intel hd4000?
Although mesa3d says that HD4000 supports up to opengl 4.2, it does not mean that it does not support other newer extensions in mesa driver
in opengl 4.3 does not support GL_ARB_stencil_texturing and GL_ARB_texture_storage_multisample
Does citra need these 2 extensions to work?
If Citra didn’t need them, we would be demanding OpenGL 4.2
So yes, Citra does not support Intel HD 4000 anymore. You should still be able to use older Citra builds though:

I read that the requirements increased because citra needs “GL_ARB_copy_image”(gl 4.1) and “GL_ARB_get_program_binary”(gl 4.3) and both extensions are compatible with HD4000 in Mesa Drivers
