Citra says file is encrypted, yet its format is .3ds

Citra says file is encrypted, yet its format is .3ds:
I’m attempting to run Animal Crossing Happy Home Designer on Citra Nightly. I have the .3ds file and I’ve placed it into my game directory, but whenever I try to run it, I’m told the ROM is encrypted. This confuses me, since I’m trying to run a .zip file or anything.
