Does the F6 hotkey Soft Reset?

Does the F6 restart emulation act as a soft reset?
im wondering as ive looked around and theres no definitive yes, only ppl writing scripts to hard reset/soft rest.
essentially wouldnt this be okay for shiny hunting?
(doing shiny nuzlocke OR)

You can use F6, press L + R + Start + Select or completely shut down and restart Citra. It doesn’t matter how you do it, but F6 would probably be the fastest way.

and this would count as a soft reset and is viable for shiny hunting static encounters?
