Emulation Station w Retroarch Problem

I setup Citra just like any other core and it will not run, It shows a generic 3ds section in ES main menu and when I load a game I get this error.

 req sound [basic.launch]

lvl2: (missing)
lvl2: Attempting to launch game…
lvl2: %HOMEPATH%.emulationstation\systems\retroarch\retroarch.exe -L %HOMEPATH%.emulationstation\systems\retroarch\cores\citra_libretro.dll “C:\Users\rezne.emulationstation\roms\3ds\Luigis Mansion.3ds”
lvl1: …launch terminated with nonzero exit code 1!

Heres the setup in the systems cfg file:

3ds 3ds ~/.emulationstation/roms/3ds .3ds %HOMEPATH%\.emulationstation\systems\retroarch\retroarch.exe -L %HOMEPATH%\.emulationstation\systems\retroarch\cores\citra_libretro.dll "%ROM_RAW%" 3ds 3ds
