Also I already dumped my NAND from my Homebrew enabled 3DSXL so I know thats not the issue

your log is incomplete, reproduce your issue and upload your log again, be aware that every time you open citra a new log is generated, grab your log right after reproducing your issue and don’t open citra until you upload your log

Redump your rom, it’s likely corrupted.

ok got everything working FINALLY took me a while to figure out I didn’t have enough space so had to shift things around.
This can now be closed/locked
