So I have to own a 3Ds to play this game?

Yes, in order to legally play games that require system archives, you must dump those games and the necessary files from your Nintendo 3DS.

Do most games need this?

Some do require System Archives. Nevertheless, you need to also dump the games from your Nintendo 3DS.

Citra is trying to provide open source alternatives to the system archives. Nevertheless, you should dump your games from a Nintendo 3DS, so dumping these shouldn’t be a big problem.
