GPU memory clock alternates between max and min values

Graphics card memory clock alternates between max and min values, I would say each 5 seconds, when playing games. It does that all the time, even when staying at the title screen for instance. Of course, the FPS drops each time the memory clock hits the lowest value.

I tried to stress my GPU with furmarks (just in case it is a power management issue) and memory clock is stable at max value as long as I let the benchmarks go.

Any idea?
