Issue:
I had Ubuntu OS last month and ACNL was going on smooth 60 fps, but now I have Windows 10 Pro and average fps in ANCL is 40 outdoors and 60 indoors. I know that my specs aren’t the greatest, but if it could once run on 60 fps, and it can’t, isn’t it the problem of the emulator. Although, I think it’s because Windows consumes a lot of power.

No it is because AMD’s drivers on Windows have poor OpenGL performance. Linux has more optimized drivers for OpenGL for Radeon.

If you had a desktop computer instead of a laptop you could change graphics card to Nvidia to have better performance on Windows.
