Low frame rate external monitor workaround found

Playing on my laptop (ryzen 5700h and rtx 3060) I get full fps on my laptop screen but when connecting to an external monitor framerates drop to around 25 fps. If i open up task manager and click on the performance tab in task manager frame rates go to normal and everything is fine. So I just leave task manager open when playing. Also playing with duplicated screen everything works fine as well without task manager open but I like to keep my laptop screen off when hooked to my monitor. I think this is probably a windows issue but just wanted to share the work around in case anyone else was having this issue. I have no idea why having task manager open fixes the issue but seems to work every time.

Huh, VERY weird issue.
Maybe the CPU enters some lower performance mode?
