Looks like a possible corrupted ROM. You’ll need to redump your game. Please refer to our game dumping guides:

Dumping Installed Titles

Make sure your GM9 is up to date and that you have enough free storage space available on your SD-Card to perform the dump.

In addition to what Snake said, try first without any patches so you know it works out of the box. If the issue starts after you apply a patch then you know where to look.
