Please I need the best setting

With your hardware you can output an internal resolution of 2x, maybe 3x Native. To do that, go to the Settings -> Graphics -> Internal Resolution. You should see a dropdown with a list of resolutions, as i said with the HD 4000 you can output 2x or maybe 3x without major slowdowns

how much impact would Accurate Multiplication and v sync have on performance
also the only problem i have is that my game stutters sometimes, like when i talk to a NPC or enter a new area the fps drops really low also which texture filter has the most impact on performance?
You need to enable Accurate Multiplication
to avoid the Disk Shader Cache
bug. After you enable it you should clear the cache so it can be built correctly. To do that go File->Open Citra Folder
then open shaders
folder and delete the opengl
folder.
Make sure in Nvidia Control Panel that Power management mode is set to Prefer maximum performance and if you have GeForce Experience installed disable Battery Boost.

Do you have any discrete graphics(e.g Nvidia)? Usually laptops with HQ model do come with one.

im using kirin980 with 8gb ram… I set all the best settings above… but why is it still fps drop?
Well you do not have Qualcomm’s Snapdragon SoC which has better performance than Kirin, Exynos, MediaTek etc.
You will need to wait patiently if there will be improvements or buy a new phone with Snapdragon sorry for the inconvenience.
