When i want to play my hacked rom a ClCertA file is missing and a content/00000000.app is missing

Badly built ROM. You’ll need to redump. Though, since you said that this is a ROM hack, you probably messed up the hacking or rebuilding process of the hack.
Thanks for your respond. I tried rebuilding the rom but it did not work. i am still missing the content/00000000.app and the CLCertA file.
I think you’re under some wrong assumption here. Those two lines in the log have nothing to do with your issue.
The log records every relevant thing in the emulation state. Meaning that it records more info than only what your game does or uses. CLCertA has to do with server connection, and is not relevant to running your games. And the
[ 21.937077] Service.FS <Warning> core/file_sys/ncch_container.cpp:OpenFile:126: Failed to open C:\Users\Tim\AppData\Roaming/Citra/sdmc/Nintendo 3DS/00000000000000000000000000000000/00000000000000000000000000000000/title/0004000e/0011c400/content/00000000.app line is referring to there being no game update installed. Your ROM hack’s installation instructions should specify whether that’s important or not.
