Issue:
First time Citra user, and playing ORAS (Sapphire). From the intro, to entering buildings, or just walking around I seem to be suffering from random stuttering. I have got the program running on my GPU with the help of older posts, but seem to be stuck now.
Thanks in advance

Go to Emulation > Configure > Graphics > Advanced
and enable Shader JIT again. You should keep that enabled if you want actual playable performance.
Done & done! Still experiencing the random stuttering
