Issue:
When a pokemon starts a certain move, the game freezes for 1 minute. Then it resumes for a few seconds and froze again. However, this time the audio kept playing but the screen frame remains the same.

Here’s some issues I found with your log that might help.
Enabling Accurate Multiplication is recomended in certain games. If you are experiencing graphical glitches, try enabling this option.
Since you just enabled Accurate Multiplication (keep it enabled), clear the shader cache so you won’t get a bug that can lead to a crash. Open Citra then File -> Open Citra Folder and delete shaders\opengl folder. Now the cache can be built up correctly from scratch.
Also check in Nvidia Control Panel that in Manage 3D settings you have set Power management mode to Prefer maximum performance. If you also have GeForce Experience installed, turn off Battery Boost:

Hm, can you upload your save file to like Google Drive then link it here so I can test? To see if this is a Citra issue. I have Ultra Moon but the saves are interchangeable.

Is it only “Water Gun” that has issues? Since I have the other game I cannot use the save state (even if I try to rename it). Are there other moves that does the freeze you can trigger by playing from the main save?
Oh looks like your rival can use it, I didn’t get any freeze on my end though.
Ah, so you mean were finally able to load the Saved State and proceed without any freezes? This bug could be specific to Ultra Sun but I’ll try Ultra Moon to verify this.
Oh and I think Delibird’s Present move also has this issue. If you don’t mind, you can try walking around the cave to encounter a Delibird.
You can backup your current save then download the one you linked above and replace so you can play from the same point I did, if you want to mimic me.
The freeze seems very exaggerated though, maybe there is something wrong with your rom? You could try a redump by using the guides below, and perhaps even the update:
