Preload custom texures improve performance?

guys i have a question:
is dumping textures improve performance if i set preload custom texures on?

secomd question:
upon texture dumping if i use 3x resolution (not native) is 3x res dumped?
because if so it can be used to boost performance that there wont be need to use 3x after a while.
