Go to Emulation > Configure > Camera, change Camera Image Source to Still Image (Image)
by default Prompt Before Load is enabled, which i think it will automatically ask you for an image file whatever you try to use the camera, so, go in-game, open the menu to scan qr code, and a window dialog may ask you for an image, just navigate to the folder where your qr code image is and open it.
if that’s not the case, uncheck Prompt before Load and on the field File click on the open button: 
and open your qr code image.
oh i did that but it doesn’t bring the whole pic so i really dont know what to do
take some screenshots of how you are trying to do that.
i think you need to make your image a little smaller to fit the scanner.

you can see that you have to make your qr code image fit the square projected by the game.
on my citra i cant see this pic the hole think is black and i dont know why please help ;(
You have configured the front camera which is the one right above the screen, to scan QR codes you would need to use the rear camera.
