Setting up a Room With Evolve or Hamachi?

Issue:
Look, i have Satellite Internet and my ISP doesn’t allow me to port forward ports myself.
I have similar problems in different games but my workaround is by creating a LAN server and using Evolve or Hamachi for friends to join.
I set up Evolve to use port (24872).
If i try to create a room with either programs running prior to launching Citra, Citra gives me the “Creating a room failed. Please retry, restarting Citra might be necessary.”
Of course i already knew that Evolve had already taken place on recommended port (24872) for the server. So i launch Citra first and then Evolve. Now Evolve has an error saying, “Port is already being used by another program” hence Citra.
So the real question is, Can i set up a LAN server on Citra? Or it seems that it doesn’t like sharing the ports? I’ve done an Unturned server in the same method before and having the ports match works.
