How do I play Smash 4 on Citra with anyone? As far as I can see, only local multiplayer options are available.

Yup, you can only use local multiplayer functions in-game but it’s being emulated over the internet with “Citra rooms”. See bottom right corner in Citra to learn how to access the public room browser (or in the multiplayer menu at the top).
Citra cannot connect to Nintendo’s servers so you won’t have access to like For Glory mode.

You can still play Smash with other Citra users though for fun.
That was the problem, nobody is playing Smash. Everyone plays Pokemon or Animal Crossing sooooo
Well we can’t fix that 
I basically only play Monster Hunter for example. I guess most of the Smash players are on Ultimate.
