You dont need a shader cache to play the game. You build it yourself while playing. They are like the visual things you see while playing being compiled to file. The more you play the better it will get

We don’t implement texture caches, you may be confusing it with a pipeline cache.
Shaders are small programs that are run by the GPU, Switch games can use tons of them, and they can only run on the Switch’s GPU. To solve this, emulators intercept shaders and translate them into something your GPU can use, and store them on drive to load later, that’s the shader cache or pipeline cache.

As Ghost says, you build them by just playing, and since they are game code, it’s illegal to bot distribute them and download them.
