The game slows down quite a lot after any effect or transition, and stays slow for a few seconds. Is there a shader cache or something that needs to be built up?

I am running on a cloud gaming service/VPS type thing called Shadow so I likely don’t have the full CPU to myself, and it is virtualized somewhat. Could this be causing the issues? I know it does affect virtual machines and they are basically unbearably slow, but does Citra use the same CPU features etc that virtual machines use to increase performance?
