Video Dumping: I don't get it

Issue:
I just don’t understand the Video Dump settings. After touching the Bitrate number for video, nothing works at all and i always get the message “Could not start video dumping…”
I looked at the log and the reason is always “Could not open video codec”

Is there any tutorial or information about video dumping.
It looks so confusing…

Or can someone send me their settings for the bitrate numbers? I tried to reinstall Citra to set the settings back to default, but it didn’t. I think this could fix the problem.
