Weird slow down but still at 60 fps

I experience slowdown after playing different games for a while, it’s very random which I find strange is that the fps are still at 60 stable but it gives me the impression that it droped at 20fps doesn’t seem to be micro stutters like shaders compilation, it can last a minute and go back to normal and do the same thing after 5 mins, 10 minutes sometime more.

os - Windows 10
cpu - i9 9900k
gpu -RTX 3060 ti
ram -16 gig ddr4 at 3200
