I’m playing Ultrasun Moon with Citra, and the FPS is between 16-30.
Intermittent breaks occur frequently.
I set the speed to 105%
The frame goes back and forth between 18 and 27 ms.
How can I smooth out gameplay with this specification?

Hm, since you have AMD GPU then pretty much the only way would be to install Linux where it has better OpenGL drivers for it. And since you are on a laptop you can’t swap with Nvidia which you can on desktop(graphics card change is very easy to do).
Though you could try running on the Intel HD 4000 instead. Make sure drivers are updated, the latest is 5069 on Windows 10.
