When can we expect better performance and for Pokemon X and Y to be playable?

Yep. Citra is a community project, and developers work on what they want to work on - most likely want to work on stuff that isn’t those things.

If you want to get it done faster then consider learning programming(language wise, it’s mainly C++) and contribute to the project. If you don’t want to do that, then all you can do is to wait.

For now, you will have to play on your 3DS if you want to play those games.
