Yuzu unable to install, "Access is Denied"

I’ve attached a picture of what the error looks like and the log of the install. How do I fix this? I’ve made exceptions in my antivirus, ran as admin, etc. But it’s still doing this.

Do you have any antivirus besides Windows Defender?

I disabled it in Avast. This is also me trying to redownload it, the first time it downloaded fine.

Avast may still sandbox the application, blocking it from having write access.
I recommend running only Windows Defender, but if you have to keep Avast, look how to disable the sandboxing.
